The repository has a WP6 schedule and product requirements but no current sequencing/decision document. Add docs/ROADMAP.md and link it from the README and PRD.

Record the agreed priority: focus on ELFA Tables first; leave Forms postponed unless needed, with #71 closed and its work preserved. Explain the owner-only form demo workaround and distinguish it from cross-user inbox submission. Keep the future SDK shape provisional, document the conditions for revisiting Forms, and identify Project as a draft prototype requiring a scope/reuse review. Contractual deadlines remain in the README.

Documentation only. Validation: local Markdown link targets exist; git diff --check passes.
